When AMTRAK was formed in 1971, the component railroads furnished nearly all of the equipment needed to operate this new nationwide passenger rail system. In addition to locomotives and passenger cars...non-revenue/freight-type equipment was needed. The majority of cabooses came from the PENN CENTRAL RR and its predecessor companies. The prototype AMTRAK #14003 was a cupola-type caboose, originally a PENNSYLVANIA RR cabin car (PRR called cabooses 'cabin cars'). AMTRAK #14003 was assigned to AMTRAK's North East Corridor and was based in New Haven, CT.

ATK #14003 is be painted in the AMTRAK non-revenue equipment colors of orange body, black rook, black lettering and logo.
