Since early in WW II, the US NAVY has operated a supply facility located in Colts Neck, NJ with a railroad connection to the NAVY's piers at Leonardo, NJ on Sandy Hook Bay just outside of New York Harbor. This railroad operates 365 days a year to supply the NAVY's Fleet. The NAVY RR connects at East Earle and West Earle stations with the former CNJ/JERSEY CENTRAL RR, now operating as CONRAIL.

There were only 2 cabooses used at this facility and RMT-611-531 replicates those cabooses.

While the railroad is officially known as the Naval Weapons Station Earle Railroad, it was un-officially called the Colts Neck and Leonardo RR by a few railroad employees during the early 1990's. A unique CN&L logo was created and is used on this caboose model as a special recognition of those 'Navy Railroaders'.
